The winter arithmetic behind a Skaneateles burst
NOAA's normals for this area give 132.5 days a year with a minimum temperature at or below 32 degrees, 57.3 days at or below 20 and 7.7 at or below zero, along with 46.8 days on which the temperature never rises above freezing at all. In a town with lakeside properties that are seasonally occupied and a village median build year of 1938, that is the single most useful number here: it is not one cold night that finds a pipe, it is a run of days during which nothing in an unheated house thaws.

What leak detection involves

What to do before the house is left cold
A property left with the heat on can have the water isolated at a valve and be reasonably safe. A property with no heat is a different case and needs the system drained down deliberately, including the tank. Inside, the state code is specific about where supply pipe should not be: outside a building, in attics or crawl spaces, concealed in outside walls, or anywhere subject to freezing unless protected by insulation or heat. Most pipes that burst in this town were in one of those places before the cold arrived.
A shallow buried line cannot be insulated out of trouble
The county cautions that insulation board over shallow lines carrying little flow is not effective in Onondaga County, because a line with little or no flow has no self heating effect. A service that keeps freezing needs lowering to depth rather than wrapping.
Find the indoor shutoff before you need it
A burst is decided in the first two minutes. Locate and label the valve inside the wall where the service enters, and do not go outside looking for the shutoff at the street, which belongs to your water purveyor and can snap off in its box and turn a repair into an excavation.
Damage is usually larger than the plumbing invoice
A house that was empty over a winter can have been leaking for weeks before anyone opened the door. The pipe repair is often the smaller half of that situation, and knowing what else got wet before the repair starts is how the rest gets handled properly.
Freezing day counts, and where pipe should not run
The NOAA 1991 to 2020 annual climate normals for Syracuse Hancock International Airport, station USW00014771, give 132.5 days a year with a minimum temperature at or below 32 degrees Fahrenheit, 57.3 days at or below 20, and 7.7 days at or below zero. They also give 46.8 days a year on which the maximum temperature never rises above 32 degrees. The winter mean minimum is 19.2 degrees.

American Community Survey 2020 to 2024 five year estimates give the Village of Skaneateles a median year of construction of 1938 with 735 of 1,353 units, or 54.3 percent, built in 1939 or earlier, and the surrounding town a median of 1956 with 1,278 of 3,492 units, or 36.6 percent, pre 1940. In the town, 8.8 percent of households heat with fuel oil and 11.5 percent with bottled or LP gas, a combined 20.3 percent, the highest share off natural gas of the sixteen towns in this metro.

Section 305.4 of the Plumbing Code of New York State, headed Freezing, states that water, soil and waste pipes shall not be installed outside a building, in attics or crawl spaces, concealed in outside walls, or in any other place subject to freezing temperatures unless adequate provision is made to protect them by insulation or heat or both, and that exterior water supply system piping shall be installed not less than 6 inches below the frost line and not less than 12 inches below grade.

Section 5.5 of the Onondaga County Requirements for Implementation cautions designers that the use of insulation board over shallow lines that carry little flow is not effective in Onondaga County, because lines with little or no flow have no self heating effect and insulation does not prevent freezing. The same section requires water services to enter building walls horizontally at sufficient depth to avoid freezing, and on shallow foundations or slab on grade to rise above the floor immediately upon entering the building footprint.

The NOAA 1991 to 2020 climate normals for Syracuse Hancock International Airport give normal annual snowfall of 127.8 inches, of which 94.9 inches falls in December, January and February. Monthly snowfall normals are 34.0 inches in January, 30.6 in December, 30.3 in February and 19.8 in March, with 65.5 days a year receiving at least a tenth of an inch of snow.

The Village of Skaneateles Annual Water Quality Report states that the village water system serves both village and town residents, a combined population of about 5,500, from Skaneateles Lake, and that all water pumped by the village pump station is treated with chlorine and fluoride by the City of Syracuse before entering the village distribution system. The village operates under a filtration avoidance waiver granted in June 2004 with no termination date, and has installed ultraviolet disinfection to satisfy EPA requirements. In 2022 the system pumped 234,560,000 gallons and delivered 185,536,310, leaving 21 percent unaccounted for.

Frozen pipe questions from Skaneateles owners
My water stopped in January and the neighbors are fine. What is that?
Usually a freeze in your own run rather than anything on the street, and the location tells you where to look. Pipe in an exterior wall, a crawl space, an unheated addition or an attic is where the state plumbing code says supply pipe should not be without protection, and it is where most of them freeze. If the whole house has no water rather than one fixture, the buried service is the other candidate, especially where later excavation or regrading has left it shallower than the 54 inch minimum cover. Which of those it is changes the repair completely.
How should a lake house be shut down for the winter?
It depends whether any heat is being left on. With heat maintained, isolating the water at the indoor valve is usually enough, and the supply stays protected. With no heat at all, the system needs draining down properly, tank included, because 46.8 days a year here never rise above freezing and a run of them will find anything left full. That is a planned autumn job rather than a February emergency, and it is far cheaper booked in advance than discovered by a neighbor in March.
