What the Manlius pipe record actually shows

The state records 1,470 lines under Village of Manlius with no confirmed lead at all and 51 galvanized requiring replacement, and 8,332 under the town with two lead and 82 galvanized. What remains is 1,131 unknown records in the village alone, and unknown is resolved without a plumber: photographs of the pipe where it enters the building, or a five minute visit from the authority. Against a town median build year of 1972, most of the housing here went up in the copper era anyway.

In Onondaga County it lists Camillus town, Marcellus town and Skaneateles town as Otisco Lake; Cicero, Clay, Salina and Van Buren towns as Otisco or Lake Ontario; DeWitt and Geddes towns as Otisco, Lake Ontario or Skaneateles; Manlius town as Lake Ontario or Skyridge wells; and among the villages Fayetteville and Manlius as Lake Ontario, Camillus, Marcellus and Solvay as Otisco, and East Syracuse, Liverpool, Minoa and North Syracuse as Otisco or Lake Ontario. Baldwinsville and the City of Syracuse are marked as emergency connections only. In 2024 Otisco Lake supplied 47.2 percent of OCWA's water, Lake Ontario 49.5 percent and Skaneateles Lake 3.2 percent.

OCWA publishes a Service Material Inventory Map where a customer can enter an address and see the service line material OCWA holds on record for that property. Where the record is unknown, OCWA asks for color photographs of the water service pipe where it comes into the building and the portion up to the meter, submitted through an online form, and offers a five minute home visit by an OCWA employee to help identify the material, arranged on 315-455-7061 extension 3139.

Section 5.5 of the Onondaga County Requirements for Implementation sets minimum cover for a building domestic water service with normal flow at 54 inches, sets building sewers at 48 inches minimum cover, sets pumped sewers and force mains at 6 inches more than frost depth which it gives as 48 inches minimum cover in Onondaga County, and sets fire service lines, yard piping and lines with little or no flow at 66 to 72 inches. It adds that designers and contractors should allow extra cover for local conditions such as wind exposure and large paved areas.

Onondaga County Plumbing Control states that plumbing permits must be obtained prior to any work except in an emergency, that in an emergency a permit must be obtained on the first business day following it, and that work cannot be covered, backfilled or concealed before an inspection is done by Plumbing Control. The county Requirements for Implementation, section 3.1.B, states the same rule for emergency repairs of sewers and water services.
