American Community Survey 2020 to 2024 five year estimates give the town of Clay a median year of construction of 1978 across 26,282 housing units, the largest housing stock of any town in Onondaga County. Only 831 units, 3.2 percent, were built in 1939 or earlier, the lowest pre 1940 share in the metro, and 14,459, or 55.0 percent, were built before 1980. Within the town, the Radisson community has a median year of construction of 1990.

OCWA's 2024 Consumer Confidence Report states that the hardness of its water ranges from 115 to 190 parts per million, equal to about 6 to 11 grains per gallon, which it describes as moderately hard, and that the pH runs from 7.1 to 8.7 with alkalinity from 95 to 140 milligrams per liter as calcium carbonate. It adds that softening does not improve the sanitary quality of water, that softeners mostly remove calcium carbonate and stop spotting and scaling, and that softeners may increase water usage because it takes more soft water to rinse away soap.

The Onondaga County water heater checklist requires a thermal expansion tank, properly installed and secured, whenever a pressure reducing valve or a reduced pressure zone device is present on the water service, and requires a photograph of the water service to show it. The checklist also requires a vacuum relief valve on bottom fed tanks or as the manufacturer instructs.

Section 5.4.H of the Onondaga County Requirements for Implementation states that where line pressure on service pipes exceeds 80 pounds per square inch gauge pressure in OCWA territory, an approved pressure reducing valve must be installed on the inlet side of the water meter. Section 5.4.G requires a valve on both sides of any water meter and requires meters to be located near the point of entry of the water service, along an exterior wall, and conveniently accessible for reading.

The Onondaga County Residential Water Heater Permit Checklist, revised June 2026, must be completed and submitted with the water heater permit application. It requires a full port valve on the cold water inlet, a temperature and pressure relief valve with the discharge tube piped to within 6 inches of the floor and not reduced in size and with no exposed threaded end, a drain valve on the tank, metal hot and cold lines at least 18 inches long on a gas fired tank, the flue or exhaust fitted and supported with three sheet metal screws and sealed, the temperature set to 120 degrees Fahrenheit, and a drain pan where applicable. Photographs of each item are required, including one showing a placard with the date, the plumber's name, the homeowner and the job address.

Onondaga County Plumbing Control states that a plumbing permit is required prior to the installation of a new water heater, noting that improper installation through incorrect connections, venting or clearance could result in electrical shock or fire and that a small error installing a gas water heater could cause a poisonous leak or explosion. A permit is also required before installing a new plumbing system or an upgraded or changed system, even where the homeowner is doing the work.

Should I put in a softener while the heater is being replaced?
It is a comfort decision rather than a necessary one, and it is fair to ask for it to be priced separately. OCWA describes its water as moderately hard at 115 to 190 parts per million, about 6 to 11 grains per gallon, and states plainly that softening does not improve the sanitary quality of water. At that hardness, an annual flush and an anode rod check do more for tank life than treatment equipment does, and they cost a great deal less. If you want softer water for laundry and glassware, that is a perfectly good reason, just not a plumbing one.
My whole neighborhood was built at the same time. Does that matter?
It matters more than people expect. With a town median build year of 1978 across 26,282 units, and Radisson at 1990, Clay has whole streets whose original equipment reached the end of its life within a few years of each other.
