Lead Service Lines in Syracuse and the 2027 Deadline
Look your address up before you spend anything. The City of Syracuse publishes an address level lookup that classifies every service as non lead, lead, galvanized requiring replacement or unknown, and OCWA publishes an inventory map for the towns it serves, with a five minute home visit available to identify the pipe where the record is unknown. What changes in 2027 is the threshold: under the federal Lead and Copper Rule Improvements, systems must comply no later than November 1, 2027, and the lead action level drops from 15 parts per billion to 10.

Start with the lookup, because the first answer costs nothing
The City of Syracuse published a citywide water service line inventory in October 2024 and publishes an address level lookup map that classifies each line as non lead, lead, galvanized requiring replacement or unknown. Where the status comes back unknown, residents are asked to submit photographs of the pipe at the water meter following published instructions, and the Water Department can be reached on 315-448-8354 or at WaterLead@syr.gov; the city has also distributed water filters at no charge to households with children under six, pregnant women and other at risk residents, requested on the same number. OCWA runs the equivalent for the towns it serves: a Service Material Inventory Map you can search by address, a request for color photographs of the pipe where it comes into the building and the portion up to the meter, and a five minute home visit by an OCWA employee to help identify the material, arranged on 315-455-7061 extension 3139. Where OCWA inspects and confirms the line is lead it provides a one time tap water test at no cost, against the 20 to 100 dollars a laboratory holding New York State certification would usually charge. Nobody should be paying an investigation fee to learn something two public bodies will tell them.
What the inventory knows, and the blind spot it admits to
The New York State Department of Health summary for the City of Syracuse records 38,601 service lines, of which 22,503 have been identified: 17,239 lead, 48 galvanized requiring replacement, 5,216 non lead and 16,098 still unknown. The interesting half is how those unknowns are distributed. On the public side 14,538 lines are recorded as lead and 4,065 as unknown, while on the customer side there are 6,180 lead and 25,526 unknown, and the identification methods table shows 34,650 public side lines identified from historical records against none at all on the customer side. In other words the city knows its own pipes from its own files and knows yours only where somebody has been to look, which is why the photograph request exists. OCWA's inventory records 117,156 lines with 415 lead, 3,956 galvanized requiring replacement, 54,407 non lead and 58,378 unknown, and of those 415 lead lines, 399 are on the customer side. The concentration is striking: the state inventory puts 217 lead lines in the Village of Solvay alone, every one of them lead on the customer side, which is more than half of every lead line OCWA knows about across its whole five county system. In the Village of East Syracuse all 72 lead records are customer side as well, and in 31 of them the public half is already copper.
What actually changes on November 1, 2027
The federal Lead and Copper Rule Improvements, issued as a final rule on October 8, 2024 and codified at 40 CFR part 141 subpart I, require community water systems to comply no later than November 1, 2027, and change the number that triggers action: a lead action level exceedance occurs when the 90th percentile lead result is greater than 0.010 milligrams per liter, that is 10 parts per billion, down from the 15 parts per billion that applies until then. The same rule requires systems to identify and replace lead pipes within ten years, to test more rigorously, to publish their service line inventories and to validate them. Set the local numbers against that. The city's Lead Service Replacement Strategy page lists the 90th percentile results for the four most recent six month rounds as 10 parts per billion for July to December 2024, 9 for January to June 2025, 12 for July to December 2025 and 6 for January to June 2026. Three of those four sit at or above the level that takes effect in 2027 while all four are below the level in force today, which is the whole point of the change. The rounds before them show why it matters: for January to June 2024 the city recorded a 90th percentile of 70 micrograms per liter with a range up to 2,520, an action level exceedance recorded as a violation, and its August 2024 public notice says 104 homes with confirmed lead service lines were sampled and 27 came back above 15 parts per billion.
Who pays for your half, and it depends which side of the city line you are on
Inside the city there is money on the table right now. The City of Syracuse states that it is accelerating replacements beyond what EPA requires and that this year, at approximately 2,900 homes citywide, it will replace the private lead services, prioritizing areas with the oldest housing stock and communicating a phased approach to residents. There is a second, slower route in the Residential Lead Service Replacement Program: contract with your own licensed plumber, who obtains the permits and does the work, or have the Water Department hire a plumber and have the cost assessed on your property tax bill as a lump sum or over ten years at seven percent interest. The city's own report says the first route lets you negotiate and may be cheaper and faster, that the second may cost more, and that the 50 dollar application fee is not refundable if you decline the contract. Outside the city there is no equivalent: OCWA states that it is replacing its own portion and will continue until all are replaced, but that it does not currently have internal funding for customer side replacements, although it continues to look for funding. Since 399 of the 415 lead lines OCWA knows about are on the customer side, that is not a small distinction.
Get the two halves done in the right order
The sequence is counterintuitive and it is worth getting right, because doing it backward costs you the public side contribution. The City of Syracuse Water Department states that it will replace the public portion of a lead service once the owner has proof that the private portion has already been replaced, with proof being a Water Department basement inspection, a plumber's inspection or a receipt for the work, and that a homeowner replacing the private portion either pays a licensed plumber to bring it to current code, with an inspection by the Water Department before backfill, or goes through the program that puts the cost on the tax bill. Private side first, public side on the evidence. In OCWA territory the coordination is explicit rather than sequential: the authority asks anyone planning to replace their portion to call 315-455-7061 extension 3139 so records can be updated, states that it is required to replace its portion when a property owner notifies it that they are replacing theirs, and asks owners to make contact before starting so the two halves can be handled together. One open trench doing both is the outcome that phone call buys.
What to do while the pipe is still in the ground
Replacement is not the only lever, and the city publishes the interim advice itself. Use cold water only for drinking, cooking and making baby formula, because lead dissolves more easily into hot water; boiling does not remove lead; flush the pipes before drinking by running a tap or doing laundry or dishes; remove and clean the faucet screen or aerator regularly, because sediment and lead particles physically collect there; and use a filter independently tested and listed for lead removal, never running hot water through it. The city also treats its water with orthophosphate at a target dose of 1.75 milligrams per liter, described as creating a protective coating on the interior surfaces of plumbing fixtures and lead service pipe, and notes that Skaneateles Lake water and the mains that carry it contain no lead, so what shows up at a tap comes from the service line and from fittings and solder inside the house. That last point is why a new service line is not automatically the end of the question. EPA's definition of lead free is a weighted average of 0.25 percent across the wetted surfaces of pipes and fittings and 0.2 percent for solder and flux, and it names brass or chrome plated brass faucets and plumbing with lead solder as the most common source in homes without a lead service line. Homes built before 1986 are the ones to look at hardest, and in this metro that is most of them.

The New York State Lead Service Line Inventory records 2,436 service lines under the locality Village of Solvay: 217 lead, 217 galvanized requiring replacement, 558 non lead and 1,444 unknown. Every one of the 217 lead records is lead on the customer side, and in 133 of them the public side has already been replaced with copper. Set against the 415 lead service lines OCWA reports across its whole five county system, more than half of every lead line OCWA knows about sits in this one village.

The New York State Lead Service Line Inventory records 1,133 service lines under the locality Village of East Syracuse: 72 lead, 43 galvanized requiring replacement, 105 non lead and 913 unknown. Every one of the 72 lead records is lead on the customer side, and in 31 of them the public side is already copper. A separate locality, E Syracuse, covering the wider 13057 area, holds 3,847 records with 451 non lead and 3,396 unknown and no confirmed lead or galvanized lines at all.

EPA states that the Lead and Copper Rule Improvements, issued as a final rule on October 8, 2024, require drinking water systems across the country to identify and replace lead pipes within 10 years, require more rigorous testing of drinking water, and lower the threshold at which communities must take action. The City of Syracuse Annual Drinking Water Quality Report for 2024 records that for the January to June 2024 monitoring period the 90th percentile lead result was 70 micrograms per liter with a range from not detected to 2,520, which exceeded the 15 microgram action level and is recorded as a violation, and that for the July to December 2024 period the 90th percentile fell to 12 micrograms per liter with a range from not detected to 776. The city's August 2024 public notice adds that 104 homes with confirmed lead service lines were sampled and 27 of them came back above 15 parts per billion.

Onondaga County Local Law No. 9 of 1988, as amended by Local Law No. 6 of 2004, provides that only persons holding a Certificate of Competency from the Onondaga County Examining Board for Plumbers as Master Plumbers, Plumbing Contractors Class B or Plumbing Contractors Class C, and duly licensed as such by the county Department of Water Environment Protection, may obtain permits for installing plumbing in the County of Onondaga, and that any person who obtains a permit for any other individual, partnership or corporation violates the local law.

Onondaga County Plumbing Control states that plumbing permits must be obtained prior to any work except in an emergency, that in an emergency a permit must be obtained on the first business day following it, and that work cannot be covered, backfilled or concealed before an inspection is done by Plumbing Control. The county Requirements for Implementation, section 3.1.B, states the same rule for emergency repairs of sewers and water services.

Section 5.5 of the Onondaga County Requirements for Implementation sets minimum cover for a building domestic water service with normal flow at 54 inches, sets building sewers at 48 inches minimum cover, sets pumped sewers and force mains at 6 inches more than frost depth which it gives as 48 inches minimum cover in Onondaga County, and sets fire service lines, yard piping and lines with little or no flow at 66 to 72 inches. It adds that designers and contractors should allow extra cover for local conditions such as wind exposure and large paved areas.
