Cicero has a median year of construction of 1980 across 13,584 housing units, among the newest of any town in Onondaga County, with only 6.9 percent built in 1939 or earlier and just over half built in 1980 or later. That low age is why the pipe here is rarely the problem, and it is exactly why the heater is: houses built in the eighties and nineties are now working through their second or third tank, and the shutoffs and connections around them are frequently still original.

Why a heater swap here is not a straight swap
Onondaga County requires a plumbing permit prior to the installation of a new water heater, and it gives the reason in plain terms: incorrect connections, venting or clearance can cause electrical shock or fire, and a small error installing a gas heater could cause a poisonous leak or an explosion. A residential checklist is completed and submitted with the application, covering the cold inlet valve, the relief discharge to within 6 inches of the floor, metal connections and the thermostat setting. A heater fitted without that is an unpermitted alteration on your property.
Try the repair before the replacement
No hot water on an electric tank is often a thermostat or an element. White granules like powdered soap in the aerators are a dip tube from a heater built between 1993 and 1996, which is a part rather than an appliance, and a strong signal that the unit is well past its expected life.
Expect the fittings to be older than the tank
In a house from the eighties on its second heater, the shutoff above the tank and the unions around it are usually the age of the house. A seized valve found with the water off is the commonest reason a scheduled hour becomes an afternoon.
An expansion tank is code, not an upsell

A permit is also required before installing a new plumbing system or an upgraded or changed system, even where the homeowner is doing the work.

The Onondaga County Residential Water Heater Permit Checklist, revised June 2026, must be completed and submitted with the water heater permit application. It requires a full port valve on the cold water inlet, a temperature and pressure relief valve with the discharge tube piped to within 6 inches of the floor and not reduced in size and with no exposed threaded end, a drain valve on the tank, metal hot and cold lines at least 18 inches long on a gas fired tank, the flue or exhaust fitted and supported with three sheet metal screws and sealed, the temperature set to 120 degrees Fahrenheit, and a drain pan where applicable. Photographs of each item are required, including one showing a placard with the date, the plumber's name, the homeowner and the job address.

Why would a newer town need more heater work than an older one?
